Why is it everybody is saying that Manny Pacquiao isn't fighting the best?

I want to see Pacquiao fight Mayweather the most. But 2nd most is probably Martinez, 3rd Marquez, 4th Victor Ortiz, 5th Bradley. Amir Khan or Zab Judah vs Pacquiao does not interest me at all.
